I am sure you will want to see this Report before it goes any further. It is a lengthy review of the whole field of labor in the territory. I am puzzled by one thing. It was my impression that he Houghton was to pay special attention to the possible need for the establishment of wage- fixing machinery. It doesn't appear to me that he has done this, In fact I consider his views on this question
